竞争机制的建立与卷烟流通体制的变革

【摘要】WTO要求规范的市场运作,给中国经济带来更大的竞争压力。面对新的市场环境,烟草业如何做大做强?这是中国烟草业必须作出的战略选择。本文依据烟草业现实,阐述在稳定烟草专卖制度的前提下,建立适应市场经济要求的卷烟流通新体制,在产品流通环节引入竞争机制,以实现企业的优胜劣汰和竞争力的提高。文章重点论述卷烟流通体制市场资源垄断的弊端,探讨如何打破垄断,实现体制变革与创新,为解决当前中国烟草业的流通体制问题提出建议。

[ABSTRACT] China’s entry into WTO, the most influential organization on the world economy based on market economy and free trade, exerts unprecedented pressure upon our domestic enterprises. With normative market operation as WTO’s primary requirement, in which way can our national tobacco industry expand market share effectively and improve management performance under such circumstances? This is the strategic decision we shall have to make. This thesis, in the light of the current practice of our tobacco industry, presents the viewpoint that we should set the stabilization of the tobacco monopolization system as the precondition, introduce internal competition mechanism, establish a market-oriented industry entry & exit framework, so as to enhance the industrial competence. Focused on the abuse of the market monopoly resulting from the existing circulation system, this thesis concentrates mainly on how to reform the circulation system and remove monopoly via competition and innovation. I believe it shall be conducive to successfully settling local blockage, the embodiment of industrial localism, which hampers the solid development of our national tobacco industry badly.
